Monkey .D. Dragon Power Prediction

This is some facts about Monkey .D. Dragon:

• When he first appear in Logue Town, before Luffy will be executed and a storm came when Dragon shows up knocking Smoker and his men down.
• And then in Baltigo there is a signs that storm is coming when Dragon arrive. However Baltiogo si shows very windy.
• This happen in Goa Kingdom and Gol .D. Roger execution either.

Is that mean Dragon has eat the Kaze-Kaze No Mi ('Kaze' means wind in Japan) that make him can control the wind and start a storm. Or he has eaten a rare Zoan Type Devil Fruit called Ryu-Ryu No Mi (means dragon) that can make him control the weather as we all now dragons can cause storm isn't it.
