PANDAMAN
Pandaman was originally created by Oda for a character design contest called the "New Super Human Contest". This contest allowed artists to submit character designs for wrestlers to be included in the popular anime and manga series Kinnikuman. In December 16, 1998, the comic in which these designs would be included, "Kinnikuman 77 no Nazo", was released and Pandaman was listed as entry number 12.
When Oda wrote One Piece he decided to include Pandaman as a hidden character along with a little more information. According to Oda, Pandaman is a man of unknown age who originated from Tibet with the mortal blow techniques: S.P.D, Bamboo Leaves Panda Drop, and Giant Panda Deathstock. He was abandoned in a bamboo thicket as an infant and was raised by Giant Pandas. Pandaman would often say that he had seen Kaguyahime. However as no one would believe him, he was often picked on. Since then, Pandaman resolved to become a strong demon superhero.[8] Apparently at some point in time, Pandaman used to be a rich guy living on a certain island until he got into some trouble.[9] Pandaman apparently owed a large sum of money. Since then, the debt collector, Tomato Gang, has been chasing Pandaman in order to collect his debt.[5] Tomato Gang also hired Pandaman's rival Unforgivable Mask to catch him.[7]
Pandaman made his first appearance in Chapter 44 where Gin first showed up in the Baratie.[1] He was later revealed and identified by Oda in one of the SBS questions of the next volume.[10] In the anime, Pandaman made his first appearance in an actual episode in an earlier scene amongst the Black Cat Pirates.[11] Since his first appearance he has been in every arc, with exception of the Amazon Lily arc, where Pandawoman replaced him due to the circumstances surrounding the arc. Oda later confirmed in SBS form that Pandaman is in love with Pandawoman, however its currently unknown if the feelings are reciprocated.

Mikio Itoo
Mikio Ito (いとうみきお Itō Mikio?), born in Yokohama, Kanagawa Prefecture on March 26, 1973, is a manga writer for the magazine Weekly Shonen Jump. An assistant for writer Nobuhiro Watsuki alongside One Piece writer Eiichiro Oda, his three most notable series in the magazine include Normandy Secret Club (ノルマンディーひみつ倶楽部 Norumandei Himitsu Kurabu?), Granada -Ultimate Science Explorers- (グラナダ -究極科学探検隊- Granada -Kyuukoku Kagaku Tankentai-?) and Mysterious Murasame-kun (謎の村雨くん Nazo no Murasame-kun?).Within the One Piece universe, Mikio Itoo (ミキオイトゥー Mikio Itū?) is also known as a secret gag character printed on various bounty posters through certain early areas of East Blue. Depicted as a smiling man with a gun in his hand, his bounty is known as 1,000,000 yen. Since the currency of the One Piece universe is the Beli, it is unknown how much this bounty is really worth in this world. Itoo also appeared as a joke character in two other series at the same time: his master Watsuki's Rurouni Kenshin and fellow assistant Hiroyuki Takei's series Butsu Zone.
Domo Kun & Nnke Kun
Domo-kun and Nnke-kun are aliens, they are planning to conquer the earth.[1] They are the first joke characters invented by Oda. They first appeared in Oda's short story God's Gift for the Future later Domo-kun makes an appearance in the chapter 9 seen alongside with the Buggy pirates. Oda answered in the SBS and drew both of them.[2] Nnke-kun appeared again alongside Pandaman on the cover of vol. 52.

Sam-san (サムさん, full title: "Ordinary everyday person" Sam-san) is a random drunk that appears in One Piece on very rare occasions. The idea behind him is the same as Pandaman, only he is much rarer to see and normally less noticed. His first appearance was during the Arlong arc when everyone was celebrating Arlong's defeat. His story according to Oda was he was on his way home from his daughter's wedding, drunk, saw a party and decided to join in.[1] He is also seen in the Loguetown arc as one of the judges of the cooking contest.
He is next seen in the Arabasta arc in the manga. Oda went on to explain he was there because his second daughter was getting married. He also said his wife had left him when their eldest was 8 and he ended up raising all his daughters on his own. The second daughter was apparently the trouble maker and despite the trouble she gave him, when she got married he went out and got drunk because it saddened him that she was leaving. Somehow he ended up in Arabasta after having one too many drinks.[2]
Sam is one of Oda's jokes in the SBS corner, although it was more likely just a less-than-serious answer Oda came up with to answer the question as to why the same random drunk was in two different panels in the manga. Sam-san has made few appearances in the Manga, however he has been featured in the background of the One Piece anime on several occasions.
ATTACHAN
Attach, referred to by most as Attachan, and sometimes referred to as "Flaming Attachan" (炎のアタっちゃん Honoo no Atatchan?), is captain of the Marine Photography Department. Flaming Attachan apparently gets his name because before he closes the shutter he yells "Fire!"
TOMATO GANG
Tomato Gang (トマトギャング, Tomato Gyangu) is a debt collector who is after Pandaman.[1] The two often show up in panels together, as Pandaman is constantly on the run from him. He later hires Pandaman's rival Unforgivable Mask to help track him down.[2] He carries something that looks like a gun, but there are rumors that it is actually a piece of konbu-maki (コンブ巻き, a type of food consisting of fish wrapped in seaweed and boiled).
MINATOMO
Minatomo-san the carpenter is another One Piece SBS joke Oda. Higuma kicked off its hinges was suddenly back in place as the bandit left the bar, after Higuma smashed a bottle of sake over Shanks.Pandaman and Sam-san. invented to explain how the door According to Oda, Minatomo is a carpenter who cannot go past a broken door without repairing it. Since the answer was given, Minatomo has made several appearances in the anime, normally seen either randomly standing next to people or repairing doors. Minatomo's appearances are similar in idea to
UNFORGIVABLE MASK
Unforgivable Mask (ユルスマジマスク, Yurusumaji Masuku) is a hidden One Piece character, much like Pandaman. He is in fact, Pandaman's rival. He is seen in color walk 2 and also under the dust jacket of volume 46 inside the snake's mouth. He was hired by Tomato Gang to track down Pandaman.[1] An interesting fact: unlike Pandaman (and others with a similar style), who appears to have a Panda's head, Unforgivable Mask actually appears to be wearing a mask.
